NOTICE IS HEREBY GIVEN that a public hearing will be held on May 24, 2022, at 7:30 p.m., or as soon thereafter as may be heard, before the Lynchburg City Council in the Council Chamber of the City Hall located at 900 Church Street, Lynchburg, Virginia 24504 for purposes of receiving public comment on the adoption of a proposed ordinance which would change and redistrict the four election wards of the City of Lynchburg (City). In brief summary, the City's first ward would gain land area and population north of Lakeside Drive from the City's fourth ward. Land area and population south of Lakeside Drive would move from the City's first ward to the City's fourth ward. The City's second ward would gain land area and population from the City's third ward east of Oakley Avenue and Wythe Road and from the City's fourth ward east of Old Forest Road. Further, the City's second ward would maintain a 58.16% majority-minority population, and the populations of each of the City's four election wards would be as follows: the City's first ward: 19,402; the City's second ward: 19,839; the City's third ward: 20,358; and the City's fourth ward: 19,708. The detailed descriptions of the proposed changes to the boundaries of the City's four election wards are shown in the said proposed ordinance and on a Geographic Information System (GIS) map entitled "Proposed Ward Adjustment", Scenario D, with both being available for public inspection and review during normal business hours (Monday-Friday, 8:30 a.m. to 5:00 p.m.) in the office of the Clerk of Council in the City Hall, City Council/Manager Offices, 900 Church Street - 3rd Floor, Lynchburg, Virginia 24504, and on the following City-operated website: All persons are invited to attend the said public hearing to express their views concerning the adoption of the proposed ordinance which would change and redistrict the City's four election wards.
